Reintroduction of Service in the Philadelphia Region

A reintroduction of service, or “re-intro,” is required by electrical utilities when a property’s electrical service has been off for six months or more, or after a fire or property damage. Before the utility can restore power, a certified third-party agency must inspect the installation to confirm it meets current code. 

When the inspection is complete and compliance is confirmed, we issue a certificate of compliance to your utility provider within 48 hours. If the property doesn’t pass, you receive a clear list of required repairs before re-inspection.

Pennsylvania’s third-party inspection process under the Department of Labor and Industry calls for field inspections at required stages, including rough-in, service entrance, and final. When you have electrical work on a residential, commercial, or industrial property, your contractor must be licensed by the local municipality where the inspection is being performed, and A-1 Electric must be listed on the permit as the inspection company.

What to Know About Opt-In & Opt-Out Municipalities

Under Pennsylvania’s UCC framework, municipalities may administer their own inspection program (opt-in) or elect to have the Department of Labor and Industry assume that responsibility (opt-out). In opt-out municipalities, certified third-party agencies hired by property owners or their contractors are responsible for enforcing the residential requirements of the UCC. 

A third-party agency performing inspections in a municipality with its own active program must be contracted or authorized by that municipality to do so. Contractors should confirm a municipality’s status before a permit application to avoid inspection validity disputes.
